Digital Television Transition
Digital television is here, and it’s changing the way we watch and interact with TV. Digital television will allow stations to broadcast programs in much higher resolution or clarity than standard analog television. Digital television is arguably expanding to include video content delivered digitally, whether through the internet or even formats like Windows Media High Definition Video which can be downloaded or served up on a DVD. Digital television will provide consumers with a clearer picture, more programming and will free up much needed spectrum for advanced wireless broadband services and interoperable communications among emergency first responders.
Transition
On 1 September 2006, Luxembourg became the first European country to transition completely to DTT. This mandate was designed to help provide a painless transition to the new standards. In addition, effective May 25, 2007, the Commission required sellers of television receiving equipment that does not include a digital tuner to disclose at the point-of-sale that such devices include only an analog tuner, and therefore will require a digital-to-analog converter box to receive over-the-air broadcast television after the transition date. Cable system operators are trying to provide at least five HD channels to comply with the FCCs wishes to move the digital transition along. Many public television licensees will incur transition costs that exceed their projected annual revenues. Once broadcasters transition from analog to digital, will analog televisions will be obsolete. These converter boxes will be available in retail stores during the transition. Analog broadcasting will continue until the end of the transition period, which currently is set for February 17, 2009.
Consumer
Consumers should then ensure that their televisions are set up to receive over-the-air programming (as distinguished from the signals of a paid provider such as cable or satellite TV service), and then tune to the over-the-air digital channels to see if they can receive the digital broadcast programming. Consumers, as they are denied access to high quality digital content in the home. Consumers would never choose this future, so Hollywood will try to force it on them by regulatory fiat. Consumers will find the cost-benefit analysis needed to figure out if they are getting a good deal will be a painful exercise. Consumer groups say this is only fair because the government is essentially reducing the value of people’s property. Consumers Union says the transition, as currently planned, is “totally unworkable and unfair to consumers.

Digital Tv: the New Golden Age of Television
On February 17, 2009, Americans will enter the age of digital television — ready or not.
On that date, all full-power broadcast television stations will begin broadcasting only in digital, improving sound and picture quality as well as allowing for stations to offer multiple programming choices, called multicasting.
The government-mandated change will free up needed frequencies for public safety and new wireless communication offerings.
What’s the difference between analog and digital?
Since television was invented, stations have broadcast analog signals, or continuously varying radio waves. The familiar “snow” or ghosting of images is one problem with this way of sending broadcast signals. Another issue is the limited bandwidth for an ever increasing number of television channels.
After the transition, broadcasts will be sent only via digital signals, which use a series of zeroes and ones to transmit data just as a computer does. The result is clearer, more reliable picture and sound as well as the opportunity for more programming options and interactive features.
Because of how a digital signal transmits information, it has more room for additional data. So now television stations that once broadcast on one channel, such as channel 3, can now broadcast on several segments of that channel, for example: 3-1, 3-2, 3-3, 3-4. Each channel could offer specialized programming for a particular audience.
HDTV is the highest level of digital television quality, but it is not the only one. SDTV, or standard definition television format, is the quality at which basic digital broadcasts will be provided. SDTV offers an enhancement over traditional analog broadcasts, but it is not as sharp as HDTV.
What do I need to do to be ready?
If you have an analog input television and currently receive your television service through cable or satellite, you will continue to receive your current stations without needing to purchase additional equipment. However, to receive the full, original quality digital signal, you may need to upgrade your set or get special equipment from your service provider. Simply check with your cable or satellite company for more details.
Note that if your service goes out due to weather or other circumstances, you will no longer be able to receive traditional television channels without a digital tuner or digital-to-analog converter box.
If you have an analog input television and receive your signal via an outside antenna or “rabbit ears,” then you will need to purchase a digital-to-analog converter box to be able to continue watch television. Your set will continue to work as before with gaming consoles, DVD players, VCRs and other similar systems.
The new converter boxes are expected to be available in early 2008 and run between $50 and $70. From January 1, 2008 through March 31, 2009, all U.S. households are eligible for a government coupon program to offset $40 of the cost for up to two boxes per household. A list of eligible boxes is available from the National Telecommunications and Information Administration, which manages the program.
Aside from buying a converter box or signing up for a cable or satellite service, you could also choose to buy a new digital-input ready television. After May 2007, all new televisions must be ready for receiving digital signals or be clearly marked that additional equipment will be needed.
These next generation television sets are the best way to experience all that digital television has to offer.

Why The United States Is Switching To Digital Television Transmissions
Right now the United States is in the process of converting all television transmissions from analog signal to digital signal. Switching from analog to digital offers numerous improvements and advantages. One of the primary advantages is the amount of data that can be broadcast. When using a digital signal you can broadcast far more actual data than you can using an analog signal over the same amount of bandwidth. There is also a large movement to High Definition TV; to be able to take advantage of the benefits of HDTV it is imperative that the US switches to digital transmissions.
To transmit a signal for HDTV can require up to five times as much data as a standard television signal. In the frequency range allocated for television broadcast there is not enough open bandwidth to transmit that much data via an analog signal. To accommodate more HDTV transmissions more and more transmissions in the US will have to be digital.
It is possible to greatly increase the amount of compression applied to the data within the signal with digital transmissions as compared to analog transmissions. Digital transmissions use the Mpeg 2 standard of compression; with this compression technology it is possible to compress the data as much as 55 to 1. The standard is what is known as a “lossy” standard, which does mean that there is some quality lost. However the final quality is still far superior to the NTSC standard currently used for analog television transmissions. The Mpeg 2 standard is already the standard compression used for DVD’s and digital satellite stations.
The final quality of a digital signal is far superior to an analog signal for several reasons. First as stated earlier the Mpeg 2 is a superior technology to the NTSC and creates a better product before it is transmitted. Secondly digital signals do not allow for any loss of quality during the transmission. Analog transmissions are transmitted as a wave signal, which allows for signal degradation during the transmission. Digital signals are a series of 1′s and 0′s and only require that the signal be strong enough to be received. As long as the signal is received then the data will be a perfect reproduction of the data that was originally transmitted. With an analog signal though as the signal power decreases so does the quality. The weaker the signal the lower the quality of the image that is reproduced by the television receiver at the other end of the signal. This is what causes static and “snow” when you watch anything broadcast with an analog signal.
Because of the improved quality and improved flexibility in broadcast format there are many good reasons for the US to make the switch to digital. Over the next several years more and more stations will change to a digital signal instead of analog. Soon there will be few if any stations still broadcasting an analog signal.
